Get the picture you want to use and open it in Photoshop. Here's mine:


Make sure your Layers window is open (Windows > Layers). Now duplicate the layer of your image by right clicking the layer and choosing Duplicate Layer (look below) or use CTRL+J on your keyboard.


Click on the "copy" layer in your Layers window so that you have that layer selected. Go to the Filter menu > Blur > Guassian Blur. Set the number to 2.5. Your celebrity now will appear very blurred. On the Layers window, choose Overlay on the drop down menu. (look below).


Now your image should look something similar to the one below, much better huh? If your picture appears too dark, try using Screen or Soft Light instead of Overlay.
