- Open up the picture you want to use.
- Go the Layers menu > Layer Style > Inner Glow
- Set the Blend Mode to Normal.
- Set the Opacity to 100% or less if you want to it to be semi-transparent.
- Set the color as you want the border to be.
- Set Choke to 100%.
- Change the size to whatever you want it to be.
- Click Ok.
- You should end up with something similar to this.
