Open up the picture you want to edit in Photoshop. The one I'm using is below.

If you want yours to have an effect like the one I'm using:
Go to Image > Grayscale. Copy that image. Go to the History window (window > history) and undo the Grayscale (click on the action above grayscale). Go to Layer > New > Layer. Change the mode to Hard Light.
Adding a Pattern: (like the polka dots on the one below):
- On the toolbar, click on the pattern stamp tool.

- [if the tool looks like that, but with no design next to the stamp. right click the tool on the toolbar and choose "pattern stamp tool"].
- Go to the Layer menu > New > Layer. Set the mode to Overlay -- you may want to change the mode to something else later depending on what pattern you use.
- Select a pattern you'd like to use. Then scribble over the picture where you want the pattern to show.

Adding Brushes (like the speckles on the one below):
- On the toolbar, click on the brush tool.

- Create another new layout (layer > new > layer).
- Now all you need to do is click on the picture where you want the brush/es to appear.
