Soft Glow Effect:

Open up the picture you want to use. Here's mine.



Go to the Layers menu at the top > Duplicate Layer.

On your Layers window, you should now see the first layer copied, like this:



In the Layers window, go to the Mode menu (look below for help) and set it to Soft Light.



Your image now has a soft glow appearance to it. :]
